    The City of Statesboro is soliciting for sealed bid proposals for the Statesboro Fire Station #2 in Statesboro, GA. Sealed bids will be accepted by the City of Statesboro until 2:00 PM EST on Thursday, March 2, 2023 at the office of Darren Prather, Central Services Director, 22 West Grady Street, Statesboro, GA 30458. The sealed bids will be opened and read aloud at 2:01 PM EST.

    There will be a mandatory pre-bid meeting for interested contractors at the project site on Wednesday, February 15, 2023 at 2:00 PM EST. The site location is 1533 Fair Road, Statesboro, GA 30458.

    The City of Statesboro is soliciting bids from experienced and qualified general contractors who are interested in submitting a proposal and entering into a contract for the Statesboro Fire Station #2 renovations. The project consists of two (2) phases:

    Phase 1 – Renovation of a utility room, technology closet, and adding a shower to an existing restroom.

    Phase 2 – Renovating approximately 2,000 SF of living quarters, restrooms, kitchen, office and day room. There is some minor site work including a CMU privacy wall and underground storm water pipe.

    Bid packages with specific details will be available, digitally.  Digital bid documents may be acquired from DPR Architecture, architect for this project, at no cost to the contractor. The architect’s address is 12 A East Grady Street, Statesboro, GA 30458. Their contact number is (912) 764-6288.     MINORITY AND FEMALE OWNED BUSINESS ENTERPRISE PARTICIPATION (MFBE)

    It is the intent of the City of Statesboro to encourage participation by minority and female owned business enterprises (MFBE) for all procurement processes.  The construction phase of this project shall include a minimum 20% minority and/or female business enterprise (MFBE) participation of total construction cost. This may be accomplished by a minority business enterprise (MBE), female business enterprise (FBE), or a combination of MFBE including general contractors, subcontractors, and material suppliers. All submittals for this invitation to bid must include a statement acknowledging compliance with 20% MFBE requirement at time for submittal of sealed bids.  Upon submittal of sealed bids, pre-qualified contractors will be required to provide proof of MFBE certification (if the general/prime contractor is a certified MFBE) or provide a list of MFBE sub-contractors, identify percentage of participation by each subcontractor and proof of minority or female owned business certification for proof of compliance with this section requirement.

    The City of Statesboro (Owner) is requesting sealed bids for the construction of the following project:

     

    Influent Pump Station and Blower Room Upgrades

     

    Sealed bids for the construction of the project will be received in the office of Darren Prather, Director of Central Services, 22 West Grady Street, Statesboro, Georgia 30458, until 3:00 PM (Local Time) Wednesday, February 8, 2023, at which time they will be publicly opened and read in the Statesboro Municipal Court Room.

     

    The project includes the following work:

     

    Replacement of existing influent pumps, two additional aeration basin blowers, bypass pumping system, installation of a monorail and trolly crane system, electrical, instrumentation, piping, and related work for modifications of the existing influent pump station, blower room and aeration basins as shown in the plans and bid documents.

     

    The Owner anticipates that the project’s total bid price will be approximately $3,200,000.00. The project has an expected duration of 365 days.

     

    Obtaining the Bidding Documents

     

    Prospective bidders may obtain or examine the bidding documents at the Hussey Gay Bell & DeYoung, Inc. (issuing office) Monday through Thursday between the hours of 7:30 A.M. – 5:30 P.M. local time and may obtain copies of the bidding documents from the issuing office as described below. Partial sets of bidding documents will not be available from the issuing office. Neither the Owner nor Engineer will be responsible for full or partial sets of bidding documents, including addenda, if any, obtained from sources other than the issuing office.

     

    Printed copies of the bidding documents may be obtained from the issuing office by paying a deposit of $150.00 for each set. Make deposit checks for bidding documents payable to Hussey Gay Bell & DeYoung, Inc of Georgia.

    Bidding documents may be purchased from the issuing office during the hours indicated above. Cost does not include shipping charges. Upon issuing office’s receipt of payment, printed bidding documents will be sent via the prospective bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen.     RFP 2022 – ENG-123c W. Main St./Johnson St./MLK Dr. Improvements

     

    The City of Statesboro is requesting proposals for engineering design services for roadway profile, stormwater, and traffic intersection reconfiguration at the intersection of West Main Street, Johnson Street, and MLK Drive (see vicinity map).

     

    PROJECT LIMITS AND OVERVIEW

     

    This intersection is located in the west downtown area. All three roadways at this intersection are major routes for city traffic during peak hours. The streets intersect at skewed angles which also causes sight distance issues and long vehicle queues on Johnson Street and MLK Drive. This project will realign the intersection to improve intersection safety and efficiency. There are concerns of railroad and stream crossings to be considered. The improvements include addressing drainage infrastructure, construction easements and property acquisitions needed to complete the work. Design in FY2023-24, property acquisition in FY2025, and construction in FY2026.

     

    SCOPE OF SERVICES

     

    Design shall be conducted in two phases for developing concepts for review and anticipating land purchase and R/W acquisition in phase one before performing hard design in phase two. Georgia Department of Transportation Plan Production format will be reflected in the final design and all design shall be in accordance with the latest AASHTO, MUTCD and Georgia Department of Transportation Standards and Specifications.

     

    Deliverables shall include:

     

    Phase 1:

    • Topographic and parcel survey in State Plane Coordinate system
    • Concept plan(s)
    • Right-of-Way Documents (ROW) to be recorded
      • Plats/Exhibits
      • Deed/legal description
    • Preliminary cost estimate of intersection improvement
    • Consultation with City
    • Right-of Way Acquisition

     

    Phase 2:

    • 30, 60 90% and Final roadway design
    • Hydrology study or storm water management plan addressing all drainage needs
    • Staking of any required right-of-way and easements.
    • Acquiring all required land disturbance, stormwater and road construction permits
    • Construction cost estimate. To be used for bid tabulation. The format shall be a MS Excel spreadsheet. To be submitted at completion of Preliminary Design then updated for Final Design, and Construction Letting.
    • An electronic copy of files and drawings in AutoCAD format upon acceptance of the completed plans.
    • Complete Construction Plans in GDOT Plan Presentation Guide (PPG) Format to include:

     

    • Submittals for review at 30%, 60% and 90%
    • Cover Sheet with PE Stamp
    • Index of Drawings
    • General Notes
    • Typical Sections
    • Summary of Quantities
    • Plan and Profile
    • Grading and Drainage Plans
    • Drainage Profiles
    • Driveway Profiles
    • Cross Sections at 50’ intervals
    • Utility Plans based on SUE Level B
    • Signing and Marking Plans
    • GSWCC approved Erosion Control plans in accordance with latest NPDES and Georgia EPD requirements.

    • Right of way plans

     

    Since this is a request for proposal (RFP) format, all submitted sealed bids shall be evaluated by the following criteria: (Submittals will be evaluated on a 100 point scale and ranked. At this point, submittals will receive and overall ranking. (Example: 1-10 in the event of 10 submittals)

     

    1. Experience with similar projects (Please list projects in detail) 25%
    2. Staff assigned to the project and their credentials 15%
    3. Cost 25%
    4. References complete with detailed contact information 10%
    5. Proposed methodology of project management and completion. 25%

    The City expects the design plans for the project to be completed by January 2023, so that any right-of-way or construction easement acquisition can take place shortly after and construction can commence as early as possible.

     

    This project is funded with City TSPLOST funds.

    Bid Project: 2022-616 ENG-122p Brannen Street Sidewalk

     

    The City of Statesboro is soliciting for sealed bid proposals to perform work under the contract for “ENG-122p:Brannen Street Sidewalk” for the installation of a sidewalk along the Southside of the road from the Gentilly Road and Brannen Street intersection to Clairborne Avenue. Sealed bids will be received by the City of Statesboro until Tuesday, December 20, 2022 at 3:00 PM EST at the office of Darren Prather, Director of Central Services, located at 22 West Grady Street, Statesboro, GA 30458. At this time, the bids will be publicly opened and read aloud in the Statesboro Municipal Court Room.

    The installation of the sidewalk along this corridor will require the demolition and reconstruction of existing driveways, and the relocation of various incidental items such as trees on the right of way, street signs, and fiber optic utility infrastructure (guy wires and subgrade utility boxes). Proposal forms, plans and specifications will be included in the bid packet.

    A mandatory pre-bid conference will be held Wednesday, December 7, 2022 at 3:00 PM EST in the Statesboro Municipal Courtroom located at 22 West Grady Street, Statesboro, GA 30458.
