Sealed BIDS for the Stillwell Street and Zetterower Avenue Intersection Improvements will be received by the City of Statesboro at Municipal Court/Central Services Building located at 22 West Grady Street, Statesboro, Georgia 30458 (Attention: Darren Prather, City Purchasing Director) until 3:00PM, Local Time on August 4, 2021.
The project includes but not limited to roadway and stormwater improvements along Stillwell Street and Zetterower Avenue Intersection. Roadway improvements will include but not limited to roadway milling and resurfacing, new curb & gutter, and grassing with utility relocation to be performed by others. The work will include the replacement/installation of approximately 90-lf of storm sewer, and various storm water drainage structures.

A mandatory pre-bid conference will be held at 10:00AM Local Time, on July 14, 2021, Central Services Purchasing Office, located at 22 West Grady Street. Project scheduling, coordination requirements, and questions of interpretation will be addressed at this time.
NOTE: Contractor and all subcontractors must obtain a business license in Georgia, be fully insured, be a Licensed Contractor in the State of Georgia, and prequalified with the Georgia Department of Transportation.
NOTE: It is the intent of the City of Statesboro to encourage participation by minority and female owned business enterprises (MFBE) for all procurement processes. The construction phase of this project shall include a minimum 20% minority or female business enterprise participation of total construction cost. All submittals must include a statement acknowledging compliance with 20% MFBE requirement at time for submittal of sealed bids. Upon submittal of sealed bids, pre-qualified contractors will be required to provide proof of MFBE certification if general/prime contractor is a certified MFBE or provide list of MFBE sub-contractors, identify % of participation by each sub-contractor and proof of minority or female owned business certification for proof of compliance with this section requirement.
BOND: All bids must be accompanied by a Bid Bond in an amount not less than five percent (5%) of the Base Bid. Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required of the successful bidder. Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury, Circular 570, latest edition.
INSURANCE: Contractor shall maintain the following insurance (a) comprehensive general liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and $2,000,000 aggregate, and property damage with limits of no less than
$1,000,000 per occurrence, and $2,000,000 aggregate; and (b) commercial automobile liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and $2,000,000 aggregate and property damage with limits of no less than $1,000,000 per accident (c) statutory worker’s compensation insurance, including $1,000,000 employer’s liability insurance (d) employee dishonesty and/or crimes coverage with respect to personnel of Contractor having access to City buildings, with limits of no less than $50,000 per occurrence. All insurance shall be provided by an insurer(s) acceptable to the City and shall provide for thirty (30) days prior notice of cancellation to the City. Upon request, Contractor shall deliver to the City a certificate or policy of insurance evidencing Contractor’s compliance with this paragraph. Contractor shall abide by all terms and conditions of the insurance and shall do nothing to impair of invalidate the coverage.
RFI’s: All bidder Request for Information (RFI’s) must be submitted by email to email@example.com, by 5:00PM on July 27, 2021. Answers to all questions shall be provided a minimum of 72 hours prior to the time of the bid (3:00 PM EST August 4, 2021).
TIMELINE: All work to be performed under this project must be completed within 496 consecutive calendar days following receipt of Notice to Proceed.
The City of Statesboro reserves the right to reject any or all bids, including without limitation, the right to reject any and all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom Owner believes would not be in the best interest of the Project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

Probation Services for the City of Statesboro Municipal Court
The City of Statesboro is soliciting sealed proposals from qualified professional service providers to provide probation services for the Municipal Court of the City of Statesboro, GA. This initial contract shall be for one year with the option to renew on a year to year basis for two (2) additional years. Sealed proposals shall be due on Thursday, July 15, 2021 at 3:00 PM EST in the City of Statesboro Purchasing Office located at 22 West Grady Street, Statesboro, GA. The full requirements of this contract are contained in Article One and Article Two on following pages. In addition, all sealed submittals shall be evaluated based on the following criteria:
- Firm’s proposed services to the City and ability to provide these services.
- Firm’s staffing and experience of staff
- Firm’s proximity to Statesboro
- Firm’s references
- Completeness and quality of proposal package
The City of Statesboro evaluation team will use the above criteria to come to a group consensus for recommendation to City Council. It is recommended each submitting firm structure their response based on tabbed sections listing each evaluation criteria. If desired by the City, firms may be required to offer a presentation to the evaluation team. All responses shall not exceed 20 pages to include the cover page.

All questions shall be answered in an addendum issued to all participating firms. All questions shall be due no later than Friday, July 9, 2021 at 3:00 PM EST. One original and five (5) copies of sealed proposals are requested for submittal by participating firms. All firms shall comply with all Federal, State and Local laws governing the probation services process. In addition to supplying other requirements of this proposal, firms shall supply the following: Copy of current insurance policy to include limits and coverages, errors and omission insurance policy, Proof of E-verify registration and Workers Compensation insurance, if required. The City of Statesboro shall reserve the right to accept and or reject any and or all proposals if it is in the best interest to the City to do so. Please review this complete RFP package (cover page, Article One and Two and the “Boiler Plate” sections to make sure all required information is provided by your firm in your submittal.
